CPI ad declined due to a lack of conversion history

If you are advertising of mobile application with cost per install (CPI), you need to connect a mobile tracker and check that the link contains complete and correct installation data. To do this, we recommend pre-promoting your mobile app in cost per click (CPC) or impression (CPM) campaigns. Use a link that exactly matches the one that will be used to advertise for pay per installation (CPI).

If the link did not receive conversions in the last 2 days, the link may be automatically blocked by moderation. In this case, add to your conversion history: re-launch ad campaigns with cost per click or impressions.
